On 10 July 2025, Commission’s Implementing Decision (EU) 2025/1175, introducing an update to the glossary of common ingredient names used in the labelling of cosmetic products was published in the Official Journal of the European Union. This decision repeals and replaces Implementing Decision (EU) 2022/677 and forms part of the framework established by the Cosmetic Products Regulation (EC) No 1223/2009.
Article 33: the glossary of common ingredient names
The glossary of common ingredient names is an essential part of cosmetic product regulation in the European Union. Under Article 19 of the Cosmetics Regulation, all cosmetic products placed on the market must display a list of ingredients using standardised names to ensure transparency and consumer safety. The glossary – updated as per the rules estanlished by Article 33 – serves to harmonise these names. It draws from internationally recognised nomenclature systems such as the International Nomenclature of Cosmetic Ingredients (INCI).
The 2025 Decision expands and updates this glossary, now comprising over 30,000 entries.
Transitional period and timeline for application
The decision entered into force on 30 July 2025. From that date, economic operators may begin using the updated glossary voluntarily.
However, the mandatory compliance date is 30 July 2026. After this date, all cosmetic products placed on the EU market must use the new ingredient names as listed in the updated glossary.
Looking ahead: removal of Article 33
The glossary of common ingredient names is part of the broader changes to the cosmetics regulation outlined in the European Commission’s Proposal for a Regulation. If the Commission’s suggested amendments are adopted, Article 33 will be removed from the Regulation. In its place, product labelling will rely exclusively on the INCI system.
