On 21 February 2025, the European Commission opened a Call for Evidence to assess the effectiveness of the Cosmetic Products Regulation. The feedback period runs from 21 February 2025 to 21 March 2025.
The primary objective of the Cosmetics Regulation is to create a unified legal framework across the European Union to protect consumer health and ensure the smooth functioning of the internal market. This initiative aims to evaluate whether the current rules are achieving their intended goals.
Key considerations
The key elements under review include:
- Effectiveness – How well the regulation is achieving its objectives.
- Efficiency – The main benefits of the regulation, including cost-saving.
- Relevance – Whether the regulation remains up-to-date and applicable.
- Coherence – How well the regulation aligns with other EU chemicals legislations, namely the Regulation concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), and the Regulation on classification, labelling and packaging of substances and mixtures (CLP).
- EU “added value” – The effectiveness of the EU regulatory framework in addressing the objectives compared to national-level legislations
Who can contribute to the call for data
The European Commission welcomes input from all interested parties, including those who may be affected by existing or proposed laws and policies. Contributors can share their views through comments, position papers, or responses to public consultations. This invitation is open to:
- Public authorities at national, regional, and local levels
- Businesses
- Civil society organisations
- Individual citizens
Next steps
The Call for Evidence is the first phase of the evaluation process, which aims to gather information for the upcoming public consultation, expected in May or June 2025. A targeted consultation will follow.
