On 23 October 2025, the European Parliament voted to postpone the application dates for the revised Classification, Labelling, and Packaging (CLP) Regulation.
The proposal delays the implementation of several updated provisions of the Regulation until 1 January 2028.
European Parliament votes to delay new CLP law
The postponement, referred to as the stop-the-clock measure, is part of the European Commission’s broader Omnibus VI package, published in July 2025. The initiative aims to simplify EU chemical legislation, reduce compliance costs, and ease the administrative burden on the chemical industry. At the same time, it also intends to maintain high levels of protection for human health and the environment.
In addition to the CLP Regulation, the Omnibus VI package also proposes amendments to the EU Cosmetics Regulation, introducing clarifications and streamlining compliance procedures.
Next steps in the EU legislative process
To accelerate adoption, the Parliament decided to process the file under its urgent procedure. The draft law now requires formal approval by the Council, which had already endorsed the same text on 24 September 2025. Once adopted, the revised timeline will officially extend the transition period for the new CLP rules to 2028.
