GB CLP – New CMR classifications

On 7 April 2025, the United Kingdom notified the World Trade Organization (WTO) of an amendment to the Great Britain Classification, Labelling and Packaging (GB CLP) Regulation. The amendment introduces new and revised entries for the mandatory classification and labelling of 30 hazardous chemical substances.

CMR classification

Among the 30 substances addressed in the draft amendment, the following have been classified as carcinogenic, mutagenic, or toxic to reproduction (CMRs):

  • 1,4-Dichloro-2-nitrobenzene – CAS No. 89-61-2
  • Biphenyl-2-ol; 2-Phenylphenol; 2-Hydroxybiphenyl – CAS No. 90-43-7
  • 2-Phenylpropene – CAS No. 98-83-9
  • Ozone – CAS No. 10028-15-6
  • N,N’-methylenediacrylamide – CAS No. 110-26-9
  • α‘-propylenedinitrilodi-o-cresol – CAS No. 94-91-7
  • 2-ethylhexanoic acid, monoester with propane-1,2-diol – CAS No. 85114-00-7
  • Silver in massive, powder, and nano form – CAS No. 7440-22-4
  • Dinitrogen oxide – CAS No. 10024-97-2
  • Perboric acid (H3BO2(O2)), monosodium salt trihydrate [1]; perboric acid, sodium salt, tetrahydrate [2]; perboric acid (HBO(O2)), sodium salt, tetrahydrate; sodium peroxoborate, hexahydrate [3] – CAS No. 13517-20-9 [1]; 37244-98-7 [2]; 10486-00-7 [3]
  • Sodium peroxometaborate – CAS No. 7632-04-4
  • Sodium 3-(allyloxy)-2-hydroxypropanesulphonate – Cas No. 52556-42-0
  • Reaction mass of 1,3-dioxan-5-ol and 1,3- dioxolan-4-ylmethanol (glycerol formal)
  • Pyraclostrobin – CAS No. 175013-18-0
  • tert-butyl 2-ethylperoxyhexanoate – CAS No. 3006-82-4
  • Fenpropidin (ISO); (R,S)-1-[3-(4-tert-butylphenyl)-2-methylpropyl]piperidine – CAS No. 67306-00-7

Divergences with the EU CLP

The substances ozone, α,α’-propylenedinitrilodi-o-cresol, 2-ethylhexanoic acid monoester with propane-1,2-diol, and dinitrogen oxide have not yet been classified under the EU CLP regulation.

Implications for cosmetic products

Substances classified as CMRs under the CLP Regulation are typically subject to additional restrictions under the Cosmetics Regulation. It is anticipated that these four substances will be either restricted or banned for use in cosmetic products in the near future, following formal regulatory updates.
