Canada labelling requirements: digital contact information

Cosmetics sold in Canada must comply with the labelling requirements of the Canadian Cosmetics Regulations. One important element to display on labels is the digital contact Information.

Who should be the digital contact

The contact information provided on the label may belong to the manufacturer, the Responsible Person, or another appropriate party. Regardless of who is listed, they must be able to respond promptly to consumer inquiries in both English and French. The contact information may include a telephone number, email address, website, or any other means that allows consumers to direct product-related queries to a designated contact person.

The contact information on the label must be included among the details submitted through the Cosmetic Notification Form.

Background: amendment to the Canadian Cosmetics Regulations

In 2024, the Canada Gazette released an amendment to the Canadian Cosmetics Regulations under the Food and Drugs Act. This update introduces several key changes to the regulatory framework for cosmetics in Canada, including the appointment of a Canada-based Responsible Person and new labelling requirements.

One notable change is the amendment to paragraph 20(a) of the Regulations, which requires the inner label of a cosmetic product to include one or more forms of digital contact information.

This measure aims at modernising how consumers access support and information about cosmetic products, ensuring they have a reliable way to ask questions or express concerns.

Compliance deadlines

The amendment came into effect in October 2024, and all cosmetic products entering the Canadian market from that date must comply with the updated labelling requirements.

In March 2025, Health Canada updated the Cosmetic Notification Form to include mandatory submission of this contact information, further reinforcing the requirement.
